With reference to your application to the Military Service Commission I am

directed to state that the Commissioners have recommended to His Excellency the

Governor that it is inadvisable that you should be permitted to leave the Colony for

the

purpose of proceeding upon active service; and His Excellency is unable accord-

ingly to grant you permission to leave for such purpose.

Your certificate as to physical fitness is returned herewith.
